The planet Haven is on the brink of rebellion against its parent nation, Federal America. Governor Everett Wells, striving for a peaceful resolution, faces failure as the government sends Asha Stanton, a ruthless operative, to suppress the uprising. Stanton wields true power, commanding two battalions of specially trained security troops to crush dissent. Unlike Wells, she is willing to employ extreme tactics, including unleashing Colonel Robert Semmes, a psychopathic commander, on the Havenites.
